Transformation of participation

In the early phase from 2016, numerous networking meetings were held at which committed stakeholders from the Haus der Statistik initiative and interested parties discussed the future of the site and jointly developed ideas for its future use. During the integrated urban planning workshop process (2018/19), formats such as thematic workshops, planning tables and Café Statistik were added as an open information service in the Haus der Statistik workshop.

The workshop, now located in the temporary KARLA building, has served as an open contact point in the neighborhood since 2018 – for information, exchange, participation and public events. It remains a central location where urban society, project partners and the administration can meet.

With the transition to the implementation phase, the participation formats have also changed: Today, the focus is on transparent information about construction progress and possible restrictions caused by the construction site.

Since 2019, participation has also been possible in a very practical way – through the pioneer uses, in which initiatives, projects and individuals actively help to shape the location. A further level of participation has been achieved with the development of a public welfare-oriented sponsorship model from 2021: together with the first long-term users, two cooperatives are being created that will take over the operation of selected buildings in self-administration in the future: AndersMachen eG and AndersWohnen eG.

The sponsorship model also aims to create a civic-public partnership – a partnership-based responsibility between civil society and the public sector for jointly used resources. The aim is to secure the neighborhood against speculation in the long term.

Further information on this model can be found in the publication by StadtNeuDenken: Public-Civic-Partnership-Modelle am Haus der Statistik

Participation in the House of Statistics thus encompasses many levels of Sherry R. Arnstein's well-known participation ladder - from open information to the self-administration of spaces and structures.
