Cooperation at eye level: The joint responsibility for the development of the Haus der Statistik district does not end with the building permit or the start of construction – it extends into the utilization phase. KOOP5 focuses on long-term cooperation in which administration and civil society act as equals.
Through cooperation agreements, the partners communicate with each other and with the public about common goals and working methods. The cooperation between the administration and civil society urban development is by no means a matter of course. A culture of openness, trust and mutual appreciation forms the common thread of the entire process.
This form of cooperation is unique in Berlin and is intended to serve as a model for similar projects in other cities.
Senatsverwaltung für Stadtentwicklung, Bauen und Wohnen (SenStadt)
The Senate Department is supporting the Haus der Statistik as one of five partners in the pilot project. SenStadt is responsible for the urban planning process of the neighborhood, supports the cooperation and the continuous implementation of participatory formats in the course of the neighborhood development.
Bezirk Mitte
The Mitte district is responsible for creating the planning law via a development plan in the overall process. It is also managing the construction of the new “Town Hall of the Future”, which will enrich the district as a central administrative location with around 25,000 m².
WBM Wohnungsbaugesellschaft Berlin-Mitte mbH
WBM is as diverse as life in the metropolis of Berlin: around 70,000 Berliners from over 100 nations live in the approximately 34,000 rental apartments. More than 1,600 new apartments are currently being built, which will expand the Berlin housing market over the next 24 months. WBM also rents and owns around 310,000 m² of commercial space in attractive inner-city locations. As a forward-looking company, WBM is making its holdings fit for future generations in order to make Berlin social, climate-neutral and liveable.
BIM GmbH
BIM, a wholly owned subsidiary of the state of Berlin, manages and optimizes around 4,500 state-owned properties. It is taking over the existing buildings of the Haus der Statistik and will provide 80% of the space for administrative use. BIM itself will move into the existing buildings with its office space, as will the Mitte/Tiergarten tax office.
ZUsammenKUNFT Berlin eG (ZKB)
ZUsammenKUNFT Berlin eG acts as the voice of the initiative, as a planner and as a mediator between the various actors in the neighborhood: ZKB eG remains on site until the goals of the initiative have been achieved. In order to turn the initiative's demands into reality in built spaces, ZKB eG has developed a sponsorship model: in coordination with the state of Berlin and the other cooperation partners in the Haus der Statistik model project, a non-profit property developer and two operating cooperatives were founded as a result of the process. ZKB is developing 20% of the space in the existing building and 15,000 m² in the new building for uses in the fields of art, culture, social affairs, education and justice.
