Neighborhood charter

The Neighborhood Charter formulates the fundamental goals and tasks of joint development and is intended to serve as an orientation framework for the evaluation of the process.

It sees itself as a dynamic instrument that can be continuously developed in dialog with local stakeholders - in order to react to changing conditions and new needs and thus become a tool for neighborhood development and operation.

As an informal tool, the charter is not legally binding, but can be highly effective through a voluntary commitment at local level.

Its strength lies in the negotiation process: it creates a jointly supported frame of reference for a community-oriented coexistence in the neighborhood.

The development of such a charter is a discursive, participatory process. Their effectiveness depends largely on the commitment of those involved and the local conditions.

For the subsequent operation, the charter is substantiated by a supplementary management agreement in which binding measures and responsibilities are defined.
